Why government exam photo tools are different from regular resizers

Government portals in India have specific, non-negotiable photo requirements — exact pixel dimensions, strict file size ranges, and specific formats. Standard image resizers let you set any dimensions you want, but don't know what the portal requires. For example: the Kerala PSC Thulasi portal requires exactly 150×200 pixels under 30 KB. A general resizer won't know this limit.
